A student organization working on civic education and teenage participation in public life, driven by the gap in who gets opportunities. Its mission: every teenager should get to meet the person they have not yet become. Founded in Adachi, Tokyo in 2023 and now planned and run by around forty high school and university students from Tokyo and the three neighbouring prefectures. Its programs include the Mock Ward Mayoral Election — staged in the ward office and the assembly chamber, taking participants from drafting policy through candidacy to the count — Osouji-tai, which builds ownership of shared space through cleaning, and outreach classes run with government and schools. More than 1,000 people have now learned how democracy feels from the inside. TEIGEN JP presented policy to then Prime Minister Fumio Kishida at the Prime Minister's Office, won the inaugural National High School Policy Championship (supported by the Cabinet Office and the Ministry of Education), and received the NHK President's Award at the 70th High School Students' Speech Contest (United Nations Association of Japan).

A frequent speaker, having presented policy to the then Prime Minister, sat as a panellist at the lecture by the then Vice President of the World Bank, and appeared in conversation with the Mayor of Ashiya. Soka Horii. Born 2007, from Adachi, Tokyo. Graduated from Ikubunkan Global High School, where they served as Head Student, and spent about a year studying in Ontario, Canada. Founded TEIGEN JP in 2023, in the first year of high school, and as its director plans and runs the Mock Ward Mayoral Election, hands-on civic education co-created with the Adachi Ward Office, Ward Assembly, Board of Education and Election Administration Commission. Nine awards and selections as of June 2026, including first prize at the inaugural National High School Policy Championship, the NHK President's Award at the national round of the 70th High School Students' Speech Contest for International Understanding and Cooperation, and an Award of Excellence at Earth Day Tokyo's fourth NEO Awards. A frequent speaker: a policy presentation to then Prime Minister Fumio Kishida; student panellist at the lecture by the then Vice President of the World Bank; in conversation with Ryosuke Takashima, Mayor of Ashiya, at Summer Conference 2025; and in 2026 on stage with education reformer Kazuhiro Fujihara and in conversation with the Mayor of Minoh and the Mayor of Miyake. Currently at the Faculty of Policy Management, Keio University, researching the institutional design of a youth council model.

Soka Horii (b. 2007, Adachi, Tokyo) is the founder and representative of TEIGEN JP, a youth-led organization advancing experiential civic education and youth participation in Japan. In his first year of high school, he launched "Mogi Kucho-sen," a mock mayoral election program co-created with Adachi City's government, assembly, board of education, and election administration commission. His recognitions include the grand prize at the 1st National High School Policy Koshien and the NHK President's Award. He has presented policy proposals to the Prime Minister of Japan (then in office) and spoken alongside the Mayor of Ashiya and a then Vice President of the World Bank. He studies at Keio University's Faculty of Policy Management.
