Soka Horii, Executive Director of TEIGEN JP, was in conversation with Mercy Tembon, then Vice President of the World Bank, at her special lecture, discussing youth participation and youth councils around the world.
In the conversation, Horii drew on the Mock Ward Mayoral Election in Adachi and an exchange of practice with the Toronto Youth Cabinet to argue for institutional pathways that connect young people's voices to policy. This work continues through TEIGEN JP's research into an Adachi Youth Council model.

A student organization working on youth participation and civic education, with the mission of giving every teenager the chance to meet a self they have not yet met. Founded in Adachi, Tokyo in 2023; 38 high school and university students from 22 different schools across the Tokyo area take part.
