TEIGEN JP does not measure itself by how many events it runs. Every program starts from a founding question and is designed to leave something changed — in the people who take part and in society — through the process of QUESTION → DIALOGUE → DESIGN → ACTION → CHANGE.

Civic and voter education for youth participation, and learning through community cleanup. The two pillars are one and the same education: raising people who see themselves as responsible for the society they live in.

Adachi Mock Ward Mayoral Election
From casting a vote to writing the policy.Our flagship program in experiential civic education, co-created with the ward office, the ward assembly, the board of education and the election administration commission. Participants draft policy, declare candidacy, deliberate, and vote — the whole democratic process. Run several times since 2023.

Turning cleaning into an education in public life.A curriculum developed with Duskin Co., Ltd. Through Osouji-tai: Protect Your Neighborhood, an outreach class for elementary schools, children come to see their neighborhood as theirs to look after. First delivered at Adachi Elementary School in December 2025.

The first time your own voice changes something.Grassroots civic education delivered inside schools, in partnership with the Adachi Election Administration Commission. Mock elections built around real school rules give students an issue they already care about.

Rebuilding the Adachi model for a different city.Not a copy-paste of what worked. A civic education model rebuilt around Setagaya's own issues and its own administration — and the first test of whether this travels at all.

The future of a city of fourteen million, examined by teenagers.Everything learned in Adachi, taken to the scale of Tokyo itself. An inter-school program conceived for the Metropolitan Assembly chamber, reaching past the vote into what governing and consensus-building actually demand.

Wiring young people's voices into policy, permanently.Institutional research into how the voices of 13-to-24-year-olds can be built into policymaking. A five-stage design running from a roundtable to a municipal ordinance and a formal advisory body. We intend to prove the model in Adachi first, then take it to municipalities nationwide.
