By 2030, in all 47 prefectures:
a way for teenagers to step into public life.
By 2030 we will have brought TEIGEN JP's civic education to all 47 prefectures,
so that teenagers anywhere in Japan — whatever town they live in, whatever
circumstances they were handed — can see what they are capable of and take a step.
The chance to take part in society is not distributed evenly. Where you live and which school you attend decide more than they should.
We intend to change that at the structural level.
5 of 47 is not a measure of what is missing.
It is the number of places where a flag is already planted.

Redrawing the education map of Japan

Three years on, five flags stand on the map. The programs we built with local government and the ward assembly have now runsix times, with 240 cumulative participants(as of July 2026). Our outreach classes have moved beyond Tokyo, and the teenagers who came as spectators are beginning to run the next one.
The horizon is 2030, and most of the map is still blank.The remaining 42 prefectures are space we intend to fill, with people we have not met yet — and this page is the record of how we plan to do it.
Two Models
Two models,
built to travel.
Neither of these was improvised. They are educational programs that have been run enough times to become models — which is precisely why teenagers in a new town can gather around them, recruit others, and bring in a municipality: the administration, the assembly, the elected members, the city hall.

The Mock Ward Mayoral Election model
Research a local problem, draft policy, stand as a candidate, campaign, vote. Civic education that builds problem-solving and political agency in the same experience. The school edition, for School, can be run in as little as one class period.
The Osouji-tai model
A curriculum developed with Duskin Co., Ltd. It redefines cleaning as an education in carrying the public with your own hands — an approach with no real precedent in Japan. It builds civic ownership from the nearest possible starting point.
Four mechanisms make it reproducible.
Design for wide-area rollout, including plans for 2027 onward. for School has been in operation since 2026.

Roadmap to 2030
The route to 2030.
The ambition is written as a timeline. We use different words — delivered, attempting, planned, target — because this is not a declaration. It is a plan that has to be built one stage at a time.
- 2026DeliveredModel established in Adachi — six editions (three Mock Ward Mayoral Elections, three Osouji-tai), 240 cumulative participants, and for School in operation.
- 2027AttemptingComplete the Greater Tokyo block — a simultaneous rollout across Tokyo and the three surrounding prefectures, anchored by the Setagaya Mock Ward Mayoral Election and the Tokyo Mock Gubernatorial Election, establishing a wide-area operating model built on for School and local partners.
- 2028In developmentTransplant the Greater Tokyo model to a second block, Kansai — forming local teams through the teaching pack and the training program, and rolling out at the same density.
- 2029In developmentRun multiple blocks at once — expanding to three blocks including Chubu and Kyushu, and growing a federation of local partners capable of running without us.
- 2030TargetAll 47 prefectures reached — TEIGEN VISION 2030 realized.
